Our block's recycling bins went from full to half empty in 60 days

I live in Seattle and last fall our building got new signs on the dumpsters explaining what actually goes in recycling versus trash. After 2 months, the recycling bin went from overflowing every Tuesday to being only half full on pickup day. The catch is our trash volume went up about 30%, so I'm wondering if people are just tossing more stuff in the landfill instead of sorting it right. Is that a win for the planet or are we just shifting the problem? Anyone else seen this after a signage change?
