Third time this month someone asked me to tone hair that was already toned

Had a walk-in yesterday in Austin swear up and down her brass was from hard water, but under the light it was obvious her ends had been filled with a blue toner that was nearly identical to what she wanted. I told her the color wouldn't shift, she still wanted a gloss, so now I'm fixing a banding mess in a week. Why does everyone assume toner fixes everything instead of just asking questions first?
