Debate: should we restore that Roman mosaic in situ or lift it? My dig in York changed my mind

Last summer I worked a small site near York on a 3rd century floor mosaic. We found it 2 meters down and the team split right down the middle. Half wanted to rebury it and leave it, half wanted to lift it for a museum display because frost was already cracking two tesserae. I came in thinking in situ was always the pure archaeology answer, but after watching a conservator spend 6 days documenting every stone, I now think lifting might save more data long term. The local council wants it open as a tourist spot, but that means building a shelter that will cost about 40,000 pounds. Has anyone else had a project where the 'right' call about preservation actually blocked future research instead of helping it?
