Why does nobody talk about the permit fee creep on a simple fence?

I went to pull a fence permit at the city office on Piedmont last Tuesday and the base fee was $85, but then they added a $45 plan review charge and a $30 zoning sign fee. My neighbor got his fence approved 3 years ago for just $60, so either the rules tightened up or the fees did. Is this normal across the metro, or did I just pick the wrong week to build?
