PSA: Stop letting your handyman neighbor tinker with your heating system
He doesn't understand boiler codes and that's dangerous. Get a licensed boilermaker to handle it.

Honestly a license is just a piece of paper. I've seen plenty of skilled folks who never bothered with the test. The real test is if the job gets done right and doesn't blow up.
