Found a declassified 1985 memo where the Air Force wrote 'we cannot rule out' UFOs interfering with nukes, and nobody I know has read it

I was digging through the Black Vault archives for like the fifth night in a row and pulled up the 1985 Soviet missile incident docs, where the official language straight up says they could not explain the lights and could not rule out interference. The part that messed with me is that this was reviewed by actual military people, not some guy on YouTube with a ring light, and it just got filed away with nothing else said. So how do you all decide which docs are worth taking seriously when the boring official ones have the wildest wording?
