Paid $75 for a resume writer on Fiverr and got a worse resume, but my buddy paid $250 and got hired in 2 months, who is right here

I sent a woman named Karen on Fiverr $75 to rewrite my resume and she turned three pages of real work history into one vague page that said I "helped with projects." My buddy dropped $250 at a place in Chicago called The Resume Group and got a callback from a hospital job in 6 weeks after being ghosted for a year. So is the cheap version always a gamble or did I just pick the wrong person? I want to hear from people who went cheap and it worked, or paid big and got nothing.
