My feed kept showing me the same 3 creators after I muted them

Last month I muted two drama channels and a hype house style account on TikTok, yet their videos still appear in my For You page every few days. I tried reporting them as 'not interested' three times and even cleared my watch history, has anyone else seen muting fail this badly?

Muting is basically a suggestion on TikTok, not a rule.
