Cutting someone's speaking time almost in half is a classic editing move when you want the apology to look sincere but not let the person actually explain themselves. Been through this with a couple of these public mea culpa videos, and the pattern is always the same: keep the sad face, the pauses, the shaky voice, but trim out anything that sounds like an excuse or a real explanation. That 47% is probably where he got into specifics about what actually happened. Take those parts out and you're left with a nice short clip that feels more like a performance than a real apology. The number itself is the tell, nobody cuts that much by accident.
