Rant: my block's compost pickup vanished for 3 weeks and nobody said anything

I live in Portland and our city compost bin sat untouched for 21 days straight. I called the sanitation office twice, got a recording each time, and when I finally reached a human they said 'oh, that route got cut due to budget' like it was no big deal. Meanwhile my kitchen counter smelled like a wet dog ate a rotten peach for two weeks because I had nowhere to put food scraps. Has anyone else had their green bin service quietly dropped in their neighborhood, and did you find any workaround that doesn't involve driving 20 minutes to a drop-off site?
