Warning: my neighborhood solar co-op in Albuquerque hit a permitting wall last week

We got 14 homes signed up for rooftop panels back in March, but the city's new electrical inspection rules just added a 6 week backlog. Last week our installer found out the main panel upgrades need a second stamp from a licensed engineer, which nobody told us about until we paid the deposit. That means each install is now $850 more and the whole project is stalled until September. Has anyone else dealt with sudden permit changes that doubled the timeline on a group solar buy?
