The airport vending machine in Phoenix that only sold bottled water, no snacks

I landed at Sky Harbor last Tuesday with an 8 hour layover and found this one machine near gate B22. Every single row was just different brands of water, like 30 slots of hydration. My first thought was some kind of shady deal between the airport and a water company, but then I saw the little sign saying it was a test for a 'hydration only' concept. It got me wondering if anyone else has seen these weird single-product machines, or is Phoenix just that worried about desert dehydration?

Had a buddy end up at some random airport in Texas with a machine that ONLY sold those weird astronaut ice cream sandwiches. He bought three because he thought it was a joke and then got stuck eating dry ice cream for six hours. Your water thing sounds way more useful lol.
