Rant: My neighbor's dog won't stop digging in my vegetable garden

I've been taking care of my garden for months, planting tomatoes, carrots, and herbs. Last week, I woke up to find huge holes all over, with plants pulled out. It's my neighbor's dog, a beagle named Buddy, who jumps the low fence. I talked to the owners (who are really nice otherwise) but they just shrug and say dogs will be dogs. I tried putting up chicken wire, but Buddy just chews through it. I'm at my wit's end because I love animals, but all my effort is being ruined. Has anyone found a way to keep dogs out of gardens that isn't mean? Or should I just give up and buy my veggies from the store?

My lab once got into the bathroom trash and shredded an entire roll of toilet paper all over the house. It was a mess but kinda funny looking back.

Try a motion sprinkler, Corah75. Buddy will hate it.

But will it work on cats too, @shane327? My dog already acts like sprinklers are his personal spa day.
