My landlord's 'fix' for a broken radiator was to mail me a roll of duct tape from Florida

It arrived last Tuesday with a note saying 'good luck, it gets cold there.' Anyone know a tenant lawyer who's dealt with a heating situation this ridiculous?

Yeah it's like landlords everywhere are trying these sketchy rent hikes now. My old place in Philly got a "building improvement fee" added out of nowhere last year. Feels like they're just making up new charges to see what they can get away with.
